Allow game host to remove players who have joined the game
Allow game host to remove any player, including those who already joined before game starts.
You need to clarify if you’re talking about someone you invited, or someone who joined an open seat.
If you’re talking about someone you invited, I would want more information about the reasons why you’d want to change your mind and remove them.
If you’re talking about open seats, then this is better accomplished by using prerequisites. The reason is because it’s a very bad experience for the person joining. Imagine the extreme example: you’re browsing for a game to join, find one, join it, and are kicked out. OK, you go find another game, join it, and are kicked out. Repeat over and over.
That’s a really bad experience, especially for newbies (who would be more likely to be kicked since many experienced players don’t want to play with newbies.) We need newbies to have a good experience to help grow the game.
It’s a much better experience for everyone involved to simply use prerequisites and blacklist so that the people that aren’t qualified for your game simply don’t even see it on the Open Games list. That way they can browse the Open Games list and know they can reliably join any of the games.

I have been alerted by my players in regards to another player who griefs and trolls games. I cannot remove this individual, and, judging by his history (which my players showed me as proof), he's going to ruin my game by breaking rules and verbally abusing players. By the time I report him, it will be too late, and blocking him won't remove him from the game. Thanks, man. Really appreciate this arbitrary and shortsighted move.

Let's say you are trying to play a game with some friends, and there is a friend who wants to join in. Suddenly, you don't have any slots for them and instead you have to let someone who could just be anybody play the game. I almost always play diplomacy games and it really sucks to have players who just leave in those games and it's very important to me be able to get friends in who I know are active players in order to make the game experience better for everyone.

when you say "Join only if ....". couldn't you make it so there is an option when creating a game? that allows the host to remove. and then it would say on the title "Join only if ....".

I Will try one thing. Which would be my attempt to make it invite only but not easily accessible. I will adjust minimum level to 59 to max 60 Then boot rate at 1% max. I hope people invited can by-pass this.

This can be added for players you invite directly to a game, however this won't be added for players who join via an open seat. Here's why:
Imagine a world where game creators can remove players that joined an open seat at will. Imagine a player goes to the Open Games tab, sees a game they like, and joins it.
Then they get a message saying that they were removed. Okay, they go back to the Open Games tab, join another game, and again get a message saying they were removed. Say this happens many more times.
This is obviously a really bad experience for that player. They have no way of knowing which games they will be accepted in and which they won't. They just have to hunt and peck until it works, which would be a really frustrating experience.
Game creators could alleviate this somewhat by putting their requirements in the game title or description. Something like "Join only if ....". This would allow players to view the open games list, read through all of the options, and mentally filter out those that they won't be accepted in.
While it's better than hunt-and-peck, this adds a lot of work for game creators (and many game creators won't know to do it, so it creates more of a barrier to entry) and it also adds more work for game joiners. What if they don't qualify for 90% of the games? They'd have to hunt around for a long time and it would be really annoying.
A better solution is to build this system into the game ahead of time. So game creators specify exactly who can join and who can't, and then those games *don't even appear* to potential joiners. They won't even know they exist, and won't have to do any extra work.
This system already exists - it's called open seat prerequisites. If there is some metric you use to evaluate a player that isn't available in the prerequisites available, I suggest you move your votes to a new UV item to add that prereq instead of this item.

Maybe the Open Seat Prerequisites were made available after this idea was suggested, I don't know cause I haven't been around that long. But considering that we can now set those prerequisites, this idea seems unnecessary.

I believe this should also apply to tournaments, with certain clarifications on when it can be done, as a solvant to inactives mid-tourney

I like creating games with open seats so I can play against new opponents. In fact, if it weren't for open seats, I don't know how any of this would work at all. But the percentage of games that get wrecked by bad citizens is currently way too high in my opinion. If we had a reputation mechanism and a way to use it to limit participation, it might not be necessary for the host to have this kind of control, but as it stands, an open seat is an invitation for someone to wreck a game before it even starts. Now if we didn't have to jump through so many hoops to create a new game...

Just tried it. Adding a player to your black list will not remove them from a game they are already signed up for.
