Maybe have a random event generator.
Setting 1. Frequency 0 to 100% per turn
2. Faverable event 0 to 100%
3. Unfaverable event 0 to 100%
4 completely random 0 to 100%
Could be anything from: bad weather can move in or out of a territory, random rebelion ( small teritory with small amount of troops rebel ) sicknes ( loose 30 to 50% troops) healthy crop ( 50 to 200% production in one spot. Typhoon/ huricaine, can cross a certain area, storms etc ) on and on etc.... wouldnt be to hard to do
