Free deployment of initial armies
Instead of having a fixed amount of initial armies per territory, game creators should be able to allow "free deployment of initial armies". After either manual or random distribution of territories is completed and before turn 1 starts, players then can deploy the amount of initial armies set by the game creator freely between the territories they actually got. The amount of initial armies could either be a whole new value set by the game creator, or it could be derived from the other game settings (initial armies per territory -1(since each territory must have at least 1 starting army) x number of starting territories = number of free armies to deploy.
For ladder game settings this would mean: (4 - 1) x 3 = 9 free armies.

With the right settings this is possible to manually set up. Make starting armies per territory 1, and then add a reinforcements card for the amount that you want. Then make everyone start with the right amount of pieces and set the weight to 0 so the card isn't received again.

I think it could be great as an option, but please not in standard game
