Allow a ship card that can transport troops from a coastal area to another coastal area (similar to airlift, except you can take a territory occupied by the opponent). THis could be complemented by paratroop card that allows troops from any land area to strike behind enemy lines. Either option would force players to maintain reserves and not just have 1 army territories behind the lines
