Disallow lottery games and "Get me to Level X" games
I often use a player's in-game level as an approximate indication of their skill in Warzone. Unfortunately, since there is the ability to create lottery games, a player can end up gaining a significant number of levels without learning any strategy or gameplay at all.
It seems important to some people to have a high level in the game, even if it doesn't reflect their actual skill. I can't see any reason why this should be allowed; it seems to serve no purpose except to artificially inflate a player's level, and it is actively harmful to the community, because it makes the player's level an entirely useless indicator. Instead of helping match people of approximately equal skill, it means nothing at all.
Similarly, games that are created for the express purpose of everyone losing intentionally so that one person can increase their level serve the same (negative purpose).
I propose that both types of games be banned from Warzone entirely, so that the player level can become a more useful indicator of player skill.

Level doesn’t reflect skill, go by ladder ratings instead.
Ratings truly reflect skill. Level is just an indicator of how much points a player has earn.
You could hide lottery games on your end.
