Recall card.

This card would move all extra armies not on your borders to your borders. This would be very handy in big games when you want to have all 0s on your territories but there are still those annoying groups of 2 or 5 armies slowly moving each turn.

    Similar to an idea of mine but you pay a penalty that can be changed in game settings
    So say only 50% the rest vanish
