Booted players get turned into a passive AI or goes IDLE
Useful for FFAs, or diplomacy games where teams are implicit. Right now, if someone gets booted and turned into AI, the AI will attack all players. This will break most diplomacy games as well as some custom scenarios.
Passive AI's would only deploy units and not make any attacks or transfers.
This feature will be very useful for 15+ players games of custom scenarios or diplomacy games where booting someone and/or turning them into AI's will potentially ruin the game for everyone.
Instead of making everyone wait because one person is taking too long, they can be "soft booted" into a passive AI. In this case, the person that takes too long is punished (while being still able to play) instead of everyone else being punished by waiting.
For example, a multi-day game where 16 people take roughly 1turn/24hours while 4 people take 1turn/48hours, people are able to enjoy a smoother game while those that lag behind get an incentive to take turns more often.
One of the greatest hurdles to holding games with more and more players is that it will inevitably slow the game down. This feature will create a buffer against the slowdown, where AI's are not viable. (Simply because they wont act as a human would.)

Very good idea, removes the grey blobs appearing in diplos and overpowed aggressive ais fighting anyone. Maybe have the ais attck when attacked. Would be easish to program?
