Yes, but then people could spy on the other team and report back. I think that's what John is saying, too.

No, he is asking if Team A can see what is in Georgia, and Team B can see what is in Georgia, then spectators should be able to see what is in Georgia.

Technically, regardless of how many teams there are.. spectators should be able to see any territories that, without the use of cards, are viewable by all participants... this- however- wouldn't be much better then current, and would be difficult to program
