    In a game with a higher base income than 0 and other cards, if you use this card to spam vassals and you can maintain the vassals, you’re virtually a stronger empire without any work. You’d have more income and more cards without anything more than placing 1 card.

    What we need is this able to be played on neutrals. Where it says “of your own territories” it wouldn’t be able to immediately replace a nation that got booted—and if the nation is replaced, there’s also the time and number of troops killed taking the neutrals, virtually creating a weakened state of a previous player
